Let it be known that on this date, April 20th, 1792, the Legislative Assembly of the Kingdom of Rosferia has voted 738 to 7 and has officially declared war on the Empire of Kostritz. This news came as a surprise it was reported to the Imperial Court of Emperor Francis. There had been a public poll recently on it and it appeared that an overwhelming majority of the populace of Rosferia favored war, and core group of those favored war as a necessary and protective evil in order to defend their new way of life.
The Legislative Assembly met in long session yesterday in order to debate about whom to go to war with, whether or not the King would approve of the measure, and after those two matters were decided upon, it was then agreed that a list of grievances be drawn up to present to Kostritz and Kostritz only in order to give a legitimate reason for declaring war in the first place. If one looks at this arrangement however, one will notice that the Kingdom of Gradvar has been left alone. Rosferia only declared war on the Empire of Kostritz. This has been done it's been said, in hopes to divide Gradvar and Kostritz who have recently signed a military alliance.
The list of grievances of Rosferia to Kostritz are as follows:
1) Kostritz has broken the Alliance of 1756 by signing a military pact with Gradvar. Kostritz had an alliance with Rosferia to protect itself against Gradvar, but by completely reversing this by entering into treaty with Gradvar, Rosferia feels that this demonstrates Kostritz's hostile intent to Rosferia and a breach of their 1756 Alliance.
2) Kostritz has issued a declaration last year that states should any harm come upon the royal family of Rosferia then Kostritz will threaten retaliation. This alone is deemed as a hostile maneuver on Kostritz's part and even if it had no intention of backing it up it has made this declaration well known throughout the continent and has so far gained Gradvar's backing of it. Rosferia sees this as a threat to its security and will no longer tolerate such overt moves by Kostritz any longer.
3) Emperor Francis has rejected the ultimatum delivered to his court by Rosferia's government informing him that he either adhere to the 1756 Alliance or break his ties with Rosferia by keeping his new pact with Gradvar. Since he has chosen to do the latter it can be safely judged that Emperor Francis does not consider Roferia an ally any longer and looks to said nation with a belligerent eye.
4) Kostritz has persisted in harboring fugitive emigrants from Rosferia that have been deemed a threat to national security. They have intrigued in the imperial and royal courts of the continent for the overthrow of the new democratic government in Rosferia in favor of full restoration of the monarchy. Kostritz has failed to expel these dissenters and traitors and proves that they intend to treat Roseria unfavorably in the future.
These are the major grievances outlined to the Empire of Kostritz and have been sent to their imperial court effective immediately. The King of Rosferia, Augustine XVI, in a surprising move, approved of rather than vetoed the measure to go to war with Kostritz, though many in the Assembly feel that he did this in the hopes that Rosferia will lose this upcoming war and Kostritz will reinstate him upon his throne. The Assembly, for their part, saw war as a way of unifying the country and of taking the offensive first and foremost against its enemies and gaining the initiative.
Rosferia is planning an invasion of the Kostritz protectorate state Mordenz to the north, and plans to have it's armies on the move within a matter of weeks, perhaps even as early as next week. The initial offensive plan of battle calls for seizing Mordenz from Kostritz and establishing an independent nation there that can be used as an ally against Kostritz itself. The Mordenz border is reported to be quite weak after Kostritz's previous Emperor Joseph had dismantled the border fortresses as a show of goodwill to the citizens of Mordenz. Rosferia plans to capitalize on this mistake and opt for a quick seizure of Mordenz.
